为了提升中国气象局信息化工作水平，提高气象部门离退休工作人员的管理效率，实现国家局、省局、地市局、县局4级离退休数据的跨层级整合共享，提出对中国气象局离退休干部管理系统的设计建设。系统基于Spring体系框架和B/S架构，采用VUE渐进式框架和Bootstrap框架作为前端展示技术，使用MySQL数据库作为底层数据存储支撑，利用WebSocket全双工通信协议和Redis缓存技术提升数据传输性能。系统具有稳定、实用、高效等性能特点，提升了离退休工作的管理精准化水平，为中国气象局的老干部工作提供了有力支撑。

In order to improve the information work level of China Meteorological Administration, improve the management efficiency of retired cadres in meteorological department and realize the cross-level integration and sharing of retired data at national bureau, provincial bureau, local bureau and county bureau, the development and construction of retired cadres management system of China Meteorological Administration is proposed. The system is based on Spring framework and B/S famework, adopts VUE progressive framework and Bootstrap framework as front-end display technology, uses MySQL database as the underlying data storage support, and uses WebSocket full-duplex communication protocol and Redis cache technology to improve data transmission performance.The system is stable, practical, efficient and other performance characteristics, which can improve the management of retirement work precision level and provide a strong support for the China Meteorological Administration of retired cadres.
